The papers were full of the decision to impose a blanket 20 mph limit on Welsh roads previously limited to 30mph. This news has been met with much opposition from road users and locals, many of whom have taken to graffitiing over the new road signage that has been scrambled into place. The reasoning for this drastic move has been explained to be to save lives and costs for the NHS. We will have to wait and see if any other countries follow Wales’ lead on this initiative.

The concept of speed limits on roads can be traced back to the late 19th century when automobiles were still a novelty. In 1865, the “Locomotive Act,” also known as the Red Flag Act, was introduced in the UK, which imposed a speed limit of 4 mph (6.4 km/h) in the countryside and 2 mph (3.2 km/h) in towns. Furthermore, it required a person to walk in front of each vehicle, waving a red flag as a warning. Needless to say, these restrictions were not popular among motorists.

The first significant change to these draconian speed limits occurred in 1896 when the “Locomotive Act” was replaced by the “Locomotive Act Amendment Act.” This new legislation raised the speed limit to 14 mph (22.5 km/h) and eliminated the need for the infamous red flag.

The early 20th century saw the proliferation of motor vehicles and an increase in road traffic accidents. Concerns about road safety prompted the government to reevaluate speed limits. In 1930, the Road Traffic Act was introduced, which marked the beginning of a more modern and comprehensive system of speed limits. This legislation introduced a 30 mph (48 km/h) speed limit in urban areas, a limit that would become the standard for many years.

The 20 mph speed limit, as we know it today, didn’t come into play until much later. In the 1990s and early 2000s, several pilot schemes were launched in the UK to test the effectiveness of 20 mph limits in residential areas. These schemes aimed to make neighbourhoods safer for pedestrians and cyclists while encouraging a reduction in vehicle speed.

The logic behind these limits is clear: slower speeds reduce the severity of accidents and make streets safer for everyone, especially vulnerable road users like children and the elderly.
