You need to fit the criteria of s.88 of the Road Traffic Act if you are waiting for DVLA to send your licence out to you. This is explained further in this DVLA leaflet.
We have also produced a calculator you may wish to use to establish whether s.88 of the Road Traffic Act applies to your circumstances which would mean you are legal to drive even if you are awaiting your physical licence from DVLA.

What can I do to get DVLA to reply to me?
Other than wait for DVLA to get in touch, you can raise a complaint to DVLA via their complaints procedure: https://www.gov.uk/government/organisations/driver-and-vehicle-licensing-agency/about/complaints-procedure
We are also aware of cases where the support of a local MP can prompt DVLA into progressing applications and so you may wish to involve your MP.

on June 24, 2022I applied to renew my medical licence on the 10th June 2021, it did not
expire until 16th August 2021, all information needed was sent at this time. After phoning the dvla beginning of September 2021, Was told to drive on section 88, so got written consent from GP and submitted it to dvla beginning of October 2021.
I have now been told by the dvla that my licence has expired, as they say Section 88 runs from when I put my application to renew my licence on the 10th June, and not when it actually expired in August 2021 or when I took out the section 88 in October 2021. So I have been told to complete a D1 form. Is this correct ?. -
