New “New Driver” Proposals

A report from the House of Commons Transport Committee on Wednesday 24 July 2007 sets out a number of proposals to combat the disproportionate number of people under 25 who are killed in collisions – a third of the total figure of fatalities.
Among the proposals are a zero-alcohol limit for new drivers, a raising of the driving age to 18 and an extension of the test to include motorway driving.
There is a further proposal to prohibit new drivers from carrying any passengers aged 10 to 20 between 11pm and 5am. A form of this has been trialled by 1,500 young drivers on Norwich Union’s Pay As You Drive insurance, which charges a premium rate between the hours of 11pm and 6am: the number of accidents fell by 20 per cent.
None of the proposals are yet in force but young drivers already face additional restrictions as a result of the “New Driver” provisions in relation to penalty points on a new driver’s licence. If a new driver amasses 6 points within the first 2 years of driving, they face revocation of their licence.
